2014年10月6日，美国国际贸易委员会（ITC）投票决定对部分不锈钢产品，及其制造流程等（certain stainless steel products, certain processes for manufacturing or relating to same and certain products containing same）启动337调查。涉案的不锈钢产品包括半成品，如锭和坯、盘条卷、棒和型材，以及不锈钢下游产品，如轮缘、紧固件等。

    9月5日，Valbruna Slater Stainless, Inc、Valbruna Stainless Inc和意大利Acciaierie Valbruna S.p.A.公司（合称“Valbruna”公司）向美国ITC提出申请，指控美国进口以及美国国内市场销售的部分不锈钢产品侵犯了其商业秘密权，要求启动337调查，并发布有限排除令和禁止令。

    美国ITC最终将下列企业作为本案的被诉方：印度Viraj Profiles有限公司（Viraj Profiles Limited of India）；印度Viraj 控股公司（Viraj Holdings P. Ltd. of India）；Viraj美国公司（Viraj – U.S.A., Inc. of Garden City, New York）；德国Flanschenwerk Bebitz GmbH 公司（Flanschenwerk Bebitz GmbH of Germany）；印度Bebitz Flanges Works Pvt.公司（Bebitz Flanges Works Pvt. Ltd. of India）；Bebitz美国公司（Bebitz U.S.A. of Garden City, New York）；台湾大成不锈钢工业股份有限公司（Ta Chen Stainless Pipe Co., Ltd. of Taiwan）；美国大成国际公司（Ta Chen International, Inc. of Long Beach, California）。
