2012年6月20日，美国国际贸易委员会（ITC）决定对部分橡胶树脂及制造方法（certain rubber resins and processes for manufacturing same）启动337调查。涉案产品是人造橡胶树脂，包括用于轮胎制造的增粘剂。

2012年5月21日，圣莱科特国际集团（SI Group）向美国ITC提出申请，指控美国进口及美国国内市场销售的部分橡胶树脂，包括“增粘剂”，侵犯了其商业秘密，要求启动337调查，并发布排除令和禁止令。

美国ITC最终确定下列企业作为本案的强制应诉方：美国RedAvenue化学公司、Thomas R. Crumlish公司、Precision Measurement International LLC of Westland公司、中国华齐（张家港）化工有限公司（Sino Legend (Zhangjiagang) Chemical Co., Ltd., of China）、国骏集团（英国）有限公司（Sino Legend Holding Group, Inc., of the British Virgin Islands）、香港国骏集团有限公司（Sino Legend Holding Group Limited of Hong Kong）、彤程集团有限公司（Red Avenue Chemical Co. Ltd. of the British Virgin Islands）、加拿大Ning Zhang 公司以及上海伦赛国际贸易公司（Shanghai Lunsai International Trading Company of China）。
