2011年12月2日，美国国际贸易委员会（ITC）投票决定对部分通讯设备及其同类产品，包括POE电话、开关、无线接入点、路由器以及用于区域网上的其他设备、照相机（certain communication equipment, components thereof, and products containing the same, including power over ethernet telephones, switches, wireless access points, routers and other devices used in LANs, and cameras）。

2011年11月1日，ChriMar Systems公司向美国ITC提出申请，指控美国进口及美国国内市场销售的部分通讯设备及其同类产品侵犯了其专利权，要求启动337调查，并发布排除令和禁止令。

美国ITC最终确定下列企业作为本案的强制应诉方：（1）思科系统公司，（2）思科消费品公司（Cisco Consumer Products LLC of Irvine, CA），（3）荷兰思科系统国际公司，（4）Cisco-Linksys LLC公司，（5）惠普公司，（6）3Com公司，（7）Avaya公司，（8）极进网络公司（Extreme Networks, Inc., of Santa Clara, CA）。
